The Johnstown MSA lies within
the jurisdiction of the Commonwealth of Pennsylvania. It is
comprised of Cambria and Somerset Counties, which are each governed by a
set of three County Commissioners. The Counties, in turn, contain
numerous municipalities -- the City of Johnstown, 57 boroughs, and 55
townships -- that have their own governing bodies. Depending on
where you locate, different permitting conditions apply. The JMSA
